Description of the institute

The Institute of Health Carlos III (ISCIII) was created by law in 1986 (Law 14/1986, 25th of April) and currently depends organically on the Ministry of Science, Innovation and Universities (Royal Decree 865/2018) and functionally on both this Ministry and the Ministry of Health, Consumer Affairs and Social Welfare (Royal Decree 1047/2018).

The ISCIII primary mission is the provision of reference scientific services aimed at the National Health System (NHS) and the promotion and implementation of research in Health Sciences in all matters pertaining to health and disease processes, health monitoring and epidemiological surveillance for both communicable and non communicable diseases and risk factors

The National Centre for Epidemiology (ISCIII-CNE) was set up with the purpose of acquiring epidemiological knowledge of health-disease related problems and situations in order to improve the population’s level of health by monitoring public health, studying the pattern of diseases (transmissible and non-transmissible), quantifying their impact and monitoring their evolution, as well as conducting research on health-threatening factors, and training experts in epidemiology and public health.

The Centre’s main public health functions are:

  • To coordinate and manage the “Red Nacional de Vigilancia Epidemiológica” (National Surveillance Network) including all data collection and analysis, interpretation of results and report. This function is performed in collaboration with all the partners in the Network: the Ministry of Health, Autonomous regions and other national and international organizations (ECDC and WHO-Europe).  The ISCIII-CNE also collaborate in outbreaks investigation of supra-regional concern.
  • To coordinate, advice, carry out epidemiological studies and corresponding reports referring to disease determinants and determinants for changes in disease trends for the entire National Health System. 
  • To carry out epidemiological research on emerging problems, the most prevalent diseases in the population and proposing public health intervention measures.
  • To provide training to epidemiology and public health experts and researchers. Development and management of the Spanish Field Epidemiology Training Programme. The programme awards a Master degree to participants who successfully pass the two years of training.

The ISCIII-CNE coordinates or participates in several international research and public health projects, both in Europe and world wide. The ISCIII-CNE works closely with other National Centre's such as the National Centre for Microbiology, the National Centre for Tropical Medicine, the National Centre for Environmental Health and the National School of Public Health.

Training opportunities

The EPIET fellow will be offered to participate in all main projects and activities carried out by the different operational units of the Centre. In order to assure compliance with all EPIET objectives and a good performance during the stay of the fellow at the ISCIII-CNE, final decision upon the activities to be involved with will be agreed with the EPIET supervisor at the training site.

Training supervision

General supervision and overall follow-up of the training process is assured by Dr. Zaida Herrador, ECDC National Focal Point for Training. Supervision for specific projects and activities will be provided by senior epidemiologists responsible for the specific area of work/knowledge.
